As an organization which views itself as an integral part of the Israeli medical system, TEREM is committed to making quality emergency care accessible to as many different communities as possible. To that end, Terem joined forces with the Israeli Ministry of Health, under the leadership of Dr. Michael Dor, in the operation of the public  health clinic  established by the ministry in 2008.

The "Public Health Clinic"' initiative's goal is to provide health services to any person in the state of Israel who does not qualify for medical coverage under the Israeli National Health Care Act (1994), and has no other source of coverage.
The clinic is located in the heart of the immigrant community , near the new central bus station in Tel Aviv. The clinic plays a pivotal role in ensuring the health and welfare of this vulnerable population.  Of the 100,000 people who lack official standing in Israel, 47,000 of them are asylum seekers from Eritrea and Sudan. It is these individuals who are largely served by the clinic.

The clinic operates 12 hours a day, and provides emergency care services similar to those of  Terem's other clinics, including blood tests and ultrasound. In addition, specialists who work on a voluntary basis provide compassionate and professional treatment in a number of medical fields. Recently, the facility opened a dental clinic, which is the first of its kind in Israel to treat emergency dental cases for adults who do not have official standing.
